The 4C PostgreSQL libs are compiled with the PostgreSQL libpq C library. Copyright and licensing info can be viewed here: PostgreSQL License
The 4C MySQL libs are compiled with the MySQL C Connector library. This library is provided by Oracle Corporation under the GPL License If you download and install precompiled versions of the 4CExt MySQL Libs you will need to accept the Oracle License Agreement in order to install. The license you must agree to is MySQL Connector Client License
All of the 4CExt DB Libs are available in source code and licensed with pretty much no restrictions. This complies with the GPL license of the MySQL Connector Client and any other license restrictions that apply to any 4C ExtDB Library. The applicable license is 4C ExtDB License
The 4C Software, Inc. Legal Team believes that this complies with all of the requirements of using any GPL licensed software in the pre compiled versions of the libraries. If you think otherwise, please advise and we will do whatever is necessary to comply with any necessary licenses.
